The Allegheny County Sanitary Authority in Pennsylvania has hired engineering firm Michael Baker International to manage a $300 million sewer system overhaul. The firm will be paid about $30 million to enforce the schedule, monitor regulatory compliance and manage costs of the expansion, which is part of a $2 billion effort to stop sewer discharge from flowing into the Ohio River.
